I have the honour to enolose a

phrase of so much of my cypher telegram of this

date as relates to the question of taking over the

control of the Chinese Telegraph Administration here.

You are aware that this Administration is, by an

arrangement with the Eastern Extension Telegraph

Company, accommodated in the Company's offices in

Hongkong.

Mr.J.M.Beck, the Superintendent of the

Company here, informs me that he is quite satisfied

with the conduct and discretion both of the Chinese

officer in charge here and of the Chinese officer

in charge of the Shameen telegraph office. The telegraph between the two placea, he assures me, has observed neutrality in the present condition

of revolution.

2. Since the declaration of independence

of Kwang tung, the Government there has dismissed

the officer in charge of the Canton telegraph office and has appointed a new man, who has called upon the officer in charge of the Shameen office to hand

over the control of that office together with the

funds in hand. These amount to some $40,000, representing for the most part deposits against
